Jerome Japhril Samuels
Jerome Japhril Samuels is an experienced labour relations practitioner, mediator and arbitrator with extensive experience in dispute resolution within the South African labour environment.
Jerome joined the Commission for Conciliation, Mediation and Arbitration (CCMA) in September 2001 and was appointed as a CCMA Commissioner in 2013, a position he held until 2018. During his time at the CCMA, he gained substantial experience in conciliation, mediation and arbitration, as well as in the resolution of complex workplace disputes.
Since 2018, Jerome has served as a panellist for various bargaining councils, conducting conciliation, mediation and arbitration processes. His experience includes work with the Bargaining Council for the Grain Industry, where he has served since January 2018, Labour Elite Private Agency (LEPA) since 2019, the Safety and Security Sector Bargaining Council since 2020, and the General Public Service Sector Bargaining Council since 2021.
Jerome has undertaken extensive professional training in labour relations, alternative dispute resolution and specialised areas of dispute resolution. His qualifications and training include a Diploma in Para-Legal Studies, certificates in Human Resources Management and Industrial Relations Management, and formal Commissioner Training through the CCMA. He has also completed ADR Network SA programmes in Mediation, including Court-Annexed Mediation, Personal Injury, Medical Negligence and Road Accident Fund matters, and Land Reform and Land Disputes.
In addition to his professional practice, Jerome previously served as General Secretary of the CCMA Staff Association (CSA). In recognition of his professional contribution, he was nominated for Best Commissioner at the CCMA Western Cape Indaba in 2017.
Jerome is committed to continued professional development and brings a practical, knowledgeable and balanced approach to dispute resolution. His professional interests include labour relations, mediation, arbitration and alternative dispute resolution.
Outside of his professional work, Jerome has a keen interest in reading, music, art and sport. He speaks both Afrikaans and English.
